The barber always looking for the main idea first. The big picture it self, which is the intangible results of their consumer's hairs. Some barbers had some different ways or steps when they do the cuttings, as if they were doing some sacred rituals. Some will started from the sides, some will started with the wide area. But it will end up with the same thing: massaging the consumer's head, neck, and back spine. Almost every barber that handled me done this, as like an implicit way to communicate that there is some connection between head-neck-spine, or maybe something else, maintaining the balance of their consumer's body.
Just think like this way..
See everything like barbers does, first they saw the projection of the big picture itself, make it real by the major issue first, then followed by finishing the small but necessary details. The goal was achieved, but we're not live alone in this world, there must be an effect from what we have done to the world, so we must maintain the balance of the universe, by education (head), infrastructure (neck) and of course the most valuable thing each country need most for their ability to survive: society (spine).
